Registering a food business with Chinese customs: what changed in 2026

The framework was replaced this year, and the registration number now has to appear on the customs declaration. Most refusals are clerical, not technical.

France → China

Any establishment producing, processing or storing food destined for China must be registered with Chinese customs before its goods can enter. The registration is on the establishment, not on the product — which means one file covers your range, and one lapse blocks all of it.

What changed, and why it matters for your adviser

The decree governing overseas establishment registration was replaced, and the new framework has applied since the middle of 2026. Two practical consequences: the routes to registration have been reorganised, and cold-storage facilities for animal-origin and aquatic products now fall within scope where they previously sat outside it.

If a consultant describes the procedure using the previous decree number, their material is out of date. That is a cheap and reliable way to test who is actually following this file.

Which route you take is not your choice

  1. Recommendation by your national authority, for the higher-risk categories — meat and meat products, dairy, aquatic products, edible oils, bee products and others. Your competent authority inspects and recommends first; you then file.
  2. Self-registration through the Chinese customs portal, for the remaining categories. Company documents, identity evidence, a declaration of conformity.
  3. Registration by list, where a bilateral arrangement recognised by Chinese customs exists and the national authority submits companies in batches.

The category determines the route, and the category list is adjusted. Confirm yours against the current catalogue before you build a timeline around it, because the recommendation route adds your own national administration's processing time to the Chinese one.

Where it actually goes wrong

  • The company name or address in the Chinese file does not match the health certificate or the commercial documents, character for character. This is the single most common refusal.
  • The product was filed under the wrong category, which is only discovered when the goods are already moving.
  • An address or corporate name changed and nobody updated the file.
  • The registration expired. Most categories renew automatically, but some — meat among them — require an active renewal filed in advance, and the automatic renewal itself falls away if the company is under a corrective measure.

Since the new framework, the customs declaration must carry the establishment registration number, consistent with the declared country of origin. An absent or inconsistent number is a refusal at clearance, not a query.

Chinese customs charges nothing for this registration. If someone quotes you an official fee, what they are quoting is their own. That is legitimate — the work is real — but you should know which is which.

Where to read it yourself

Official pages, opened and checked on 15 October 2026. Where a rule changes, these are the addresses that change with it — this article does not.

Questions we get on this.

Do I register the product or the company?

The establishment — the site that produces, processes or stores. One registration covers the range made there, which is why an unreported change of address blocks everything at once.

Does this apply to cross-border e-commerce retail sales?

Retail sales through cross-border e-commerce sit outside this registration regime, as do food additives and food-contact materials. That is one reason the channel is used as a first step.
